On December 20, 2005, the Johnson City Development Authority, in partnership with the City of Johnson City's Office of Community Development, the First Tennessee Development District, ETSU's Center for Banking, and ETSU's Tennessee Small Business Development Center, announced the beginnings of a new resource for downtown development.

As of December 20th, 2005 seven (7) local lending institutions committed to participate in the Downtown Redevelopment Loan Pool Program.  In January, an eighth (8th) lender, signed into the program bringing the total amount of the pool to $480,000.  The program will provide down payment and closing cost assistance towards redevelopment, renovation, fixed equipment needs, and/or acquisition of property within the downtown district.  The program will be available to new and existing business owners, and mixed-use residential owners in the downtown Johnson City area.
